The course focuses on the legal and institutional framework of the Common European Asylum System (CEAS) in the context of international refugee law and the migration policy of the European Union. Attention is paid to the historical development of EU asylum policy, the analysis of primary and secondary law and their implementation and application at the national level.
The course reflects current developments, in particular the adoption of the Pact on Migration and Asylum and the activation of the temporary protection regime in connection with the war in Ukraine. The teaching includes the application of legal knowledge to model situations, including the simulation of the asylum procedure and negotiations on draft secondary legislation in the EU Council. Graduates of the course will gain a comprehensive overview of the legal framework of the newly reformed Common European Asylum System and its functioning in the international context. The course also aims to develop students' ability to analyze, interpret and apply legal norms of EU asylum law and to argue within the framework of legislative processes at the level of EU institutions.
